Short answer
Because artwork is production information, not decoration added after the quote. The final file can establish or change repeat, dimensions, color count, ink coverage, varnish, eye marks, seal clearances, and plate requirements. A preliminary quote uses assumptions until those details are reviewed.
Make assumptions visible
A useful preliminary quote should state the assumed size, repeat, colors, print method, finish, structure, quantity, and freight basis. The artwork review then confirms or corrects those inputs.
A change is not automatically a surprise charge
If reviewed artwork differs from the RFQ, the buyer should receive a clear explanation of what changed and why it affects the job. The right response is to reconcile the file and quote before plates or production—not after.
