Short answer
The production artwork or approved dieline often becomes the working source for print dimensions because it is the file used for prepress and tooling. If its dimensions disagree with the RFQ, the discrepancy must be resolved before the quote, plates, or production can be considered final.
No file should win silently
The supplier should identify the mismatch and ask the buyer which dimensions are approved. Quoting from the artwork may be a reasonable working assumption, but it should be stated rather than hidden.
Approve the drawing, not the email thread
Package dimensions, seal zones, folds, gussets, eye marks, and repeat should be captured in controlled artwork or a drawing. That record is easier for purchasing, prepress, operations, and quality to reference later.
